Inland Counties Legal Services (ICLS) is seeking an attorney to join our Pro Bono Team as a Managing Attorney to oversee ICLS’s Non-Profit and Small Business Development Program. ICLS is a 501(c)(3) nonprofit organization providing free legal services to people of limited means residing in Riverside and San Bernardino Counties. ICLS targets services to seniors and those in the greatest social and economic need. ICLS provides legal assistance in eight practice groups: Outreach, Consumer, Housing, Family Law, Immigration, Systemic and Impact, Health Law, and Public Benefits. In addition, ICLS operates a Pro Bono Program, which offers several clinics and opportunities to engage with volunteers to serve its client population. As a Managing Attorney on the Pro Bono Team, you will collaborate with the Pro Bono Director to oversee ICLS's Non-Profit and Small Business Development Program and have specific management responsibilities. This position is responsible for overseeing a caseload of pro bono legal work, and supervising the work of legal assistants, paralegals, attorneys and/or volunteers helping clients with related legal issues. 
 
You’ll also get the opportunity to expand your legal network by working collaboratively with Pro Bono volunteers, participating in local bar association events (for which ICLS will pay), and learning about the amazing civil legal aid community – local, statewide, and national. 


 

Overview of Position 

Under supervision of the Pro Bono Director and in collaboration with the Pro Bono Team, the core responsibilities for this position are as follows: 

ICLS’s Non-Profit and Small Business Development Program: 

  • Overseeing the vision of ICLS’s Non-Profit and Small Business Development Program. 

  • Overseeing the delivery of legal services through this program, ensuring that staff and volunteers are providing excellent legal services, monitoring case files and compliance, and assisting, as needed, to ensure program success. 

  • Overseeing a range of service delivery models, including limited scope legal clinics, extended scope clinics, extended representation matters, and others. 

  • Supervising, training, placing with pro bono counsel, and co-counseling on a significant case load of legal matters relevant to nonprofits and small business owners. 

  • Expanding this program to include other areas of law, with an emphasis on assisting in new projects, including nonprofit guidance, extended and/or impact services, and  

  • Managing relationships with law firms, attorneys, legal professionals, corporate legal departments, community partners, and others. 

  • Overseeing grant compliance, identifying and applying for additional funding sources, for maintaining and expanding the program.

  • Overseeing grant compliance, identifying and applying for additional funding sources, for maintaining and expanding the program.  


 

General Managing Attorney Expectations: 

  • Managing Attorneys are expected to carry a smaller caseload consisting of more complex legal matters related to the assigned practice group and/or workgroup. 

  • Supervise staff attorneys, paralegals, legal assistants, and volunteers. 

  • Coordinate intake. 

  • Respond to client, community, and staff concerns. 

  • Analyze legal issues, develop legal strategy, and supervise the implementation of legal strategies. 

  • Supervise the timely closing of cases for non-attorney and attorney advocates in the case management system and ensure compliance requirements are met. 

  • Develop and maintain community support and relationships with community-based organizations, advocates, government agencies, and the courts. 

  • Conduct community education, training, and outreach and promote the work of the Non-Profit and Small Business Development Program. 

  • Become familiar with and follow Legal Services Corporation regulations and other funder requirements as appropriate. 


 

Management Specialties: 

The Managing Attorney will have a particular emphasis on cultivating specialized partnerships with legal entities such as law firms and corporate legal departments to bolster ICLS’s strategic advocacy endeavors, expand service capacity, and address diverse client needs, thereby demonstrating a comprehensive understanding of the intricacies of the legal landscape.  While the initial focus may be on developing partnerships to support ICLS’s Non-Profit and Small Business Development Program, this position will also expand on existing partnerships and cultivate new partnerships for other Pro Bono Projects and Programs. 

The Managing Attorney will also have a particular emphasis on developing, refining, and training other Pro Bono staff on Pro Bono Clinic models, and ensuring best practices are followed by staff, compliance with relevant regulations, and progress toward Pro Bono Team and ICLS strategic goals. 

The Managing Attorney will also assist the Pro Bono Director with the following other management tasks, as needed: 

  • Reviewing timekeeping and expense reports. 

  • Drafting annual employee evaluations and work plans. 

  • Onboarding new staff and training on practice group-specific rules and subject matter. 

  • Identifying staff training/development needs and helping to locate resources. 

  • Ensuring case compliance for the Pro Bono Team. 

  • Overseeing team-specific grant requirements - meetings, reports, etc.  

  • Helping to identify potential funding opportunities related to the practice area. 

  • Overseeing the quality and accuracy of legal work performed by the team's advocates, particularly non-attorneys. 


 

Desired Education, Skills, and Experience 

  • Degree from law school and active member of the California Bar in good standing; 

  • At least 4 years of legal experience; 

  • At least 3 years of experience working in one or more substantive legal areas relevant for small business owners or nonprofit entities (e.g., formation, contracts, trademark, employment, etc.) and/or working with and creating pro bono opportunities for law students, attorneys, and other volunteers; 

  • Supervisory, mentoring, and management experience in a legal environment preferred; 

  • Ability to work in a collaborative team model; 

  • Demonstrated commitment to addressing fundamental issues of poverty law and justice; 

  • Demonstrated commitment to and experience in public interest law and civil legal services; 

  • Experience working with vulnerable populations, including but not limited to seniors; 

  • Excellent oral and written advocacy skills; 

  • Excellent interpersonal, communication, and organizational skills; 

  • Demonstrated leadership ability; 

  • Knowledge in various practice areas within civil legal services practice preferred; 

  • Grant-writing and fundraising experience preferred; and 

  • Proficiency in languages other than English is desirable but not required.
